I just resealed my chain case inspection cover on my cat and started off scraping the old RTV like you were. Then I tried a wire wheel on a drill. It knocked off all the old RTV immediately without removing the paint. Took about 2 mins to do both surfaces. Worked great.
Yes, sir on some stuff we do use the wire cups on a die grinder it does work really good I have to agree the brush bristles are the made to remove grime better
