I had the same pool heat pump installed and I cannot get it started, the manuals on line are older with a different display. I set it to ON, POL, 90 degrees and nothing happens. Is that because the circulation through the filter is off?, do I need to turn the filter on?

The heater only works when the pump is running and filter running

Check your water pressure, if its to low the pressure switch of the HP will not start.
