These are all real people doing the voice acting, with modification via software. It's a lot more complicated than that, but it all starts with a real, human voice. In regards to this particular read, I imagine Scarlett has seen enough crazy stuff in her life that this doesn't phase her at all. I think this is backed up by Hawk's next line, who also seems to have expected the event. One of the wild things about making these is that there's a lot of interpretation between the lines depending on how you read it. There are SO many spoken lines in this issue alone that do not clearly show exactly who is saying it!
