it depends on their assessment of situation. They are police 'detectives'..meaning they are more advanced in skills, ( in addition to that, they have Rex ; ) LOL ), besides perhaps they think they candle it most of the time..and there are some circumstances that they need to act immediately..on the spot. they just called for back up if their assessment would need more personnel. In other scenes, they were calling for back up. The show wanted to prove that they are no regular policemen. Like a special unit/department. See..I haven't see them wearing uniform. I have noticed that in other series, Hudson ( human police detective ) and Rex ( a handsome, highly trained smart police dog , just like this Rex in here ) when the crime is complicated and hard to solve, it is their department which handle the case and Bingo, Rex is always doing a major key part in solving cases by helping his Buddy/Partner Charlie Hudson.
