A lot of the tank liners are epoxy based which is why acetone works so well removing it. It's also why you shouldn't be afraid of lining your tank. It will help keep the rust down and give you a full life use of the tank.

I'm looking for an inner fuel 'bladder' I can fit inside the tank. Don't need the full capacity of the tank. Fuel is so expensive
This stuff works but it ruined my gas cap 😂 i guess it melts some of the plastic when i turned upside down
