It is because most transactions in Japan is still done with cash or thru train passes like Suica. If there is an option to pay with credit cards, its usually tap-and-go.

This plan might not work at all. 7-Eleven in Japan are convenient because it is walking distance near hotels, residential areas, train stations, and offices. Most 7-Eleven in the US that I've seen are located near Gas Stations or in business areas that are too far from where people are.
