"Everyone wants four-star characters, no one wants their favorite character to be one." I believe Hoyo is having a hard time trying to balance four-stars while finding good, useful, and/or interesting kits to give them. They don't want any character to be dead upon release, at least. I think Hanya's unfortunate kit and reception made them reconsider something. Four-stars in particular need a niche to survive, and Hoyo seems to have decided that all four-stars deserve one.

I disagree. They very clearly can create usefull 4 stars based on the fact that pretty much every four star they released was viable at the point they were first added except maybe misha and obviously the ones in 1.0. They just very clearly dont want four stars to be relevant because the only reason almos all of them pretty much dont hold value anymore is because they all have a 5* version thats straight up powercreep (hanya < sparkle, march and moze < topaz, pela and guin < jiaoqui, gallagher < lingsha, tingyun < sunday). If they are still relevant which right now id say only march, moze and gallagher are (and pela in very niche scenarios) is because they have not been powercrept hard enough. The only reason they dont get released is because that forces the player to invest into 4 five stars to make a viable team which is way more money for them, basically they are super greedy, who would have guessed. Heck idk what you are talking with hanyas reception, at release she was very good with dhil and it was only with sparkle 2 versions later that she lost all her usefulness

And even Gallagher for as much praise as he gets doesnt even have a cleanse until e2. 4*s dont have any sort of guarantee when pulling for them and Ive seen people e2 limited characters before pulling a single copy of a specific 4*
Actually main problems is that needed e6 less support who can help damage output (dont include 5 star) Hp sponges is to high only recent pf where it saved 4 star on doing endgame
probably money, 4 stars sell way worse than 5 stars while probably costing them around the same to make. imagine you made a new character (which isnt cheap), the goal would be to get as much money as possible from it, which means a lot of marketing cost, focusing on their selling point like their design and kit (hoyo have creator servers for a reason lol, they know we care about meta); there is no easy way to justify making them a four star where people on average only need 30 pulls to get, when a 5 star can squeeze out much more money say you made them 4 star anyways, and made them good; you would now have to justify the value of future 5 stars; remember a good portion of the community said lingsha was skippable because of gallagher. so the only choice is to make the occasional four star relatively bad, or a specialist, or even lock part of their kit behind e6 so they cost more; it is straight up bad business to release a good character as 4 star if you consider hoyo's perspective, it is a miracle gallagher and hunt march made it as 4 stars lol, they wouldve made hoyo bank as 5 stars
For main DPSes, Misha and QQ are the only best ones... for players that already have a relic set and a good Erudition LC, Quingque is actually somewhat serviceable, but again, the units available to us now just crowd her out and she's not worth using in favor of a 5⭐ of the same niche. Her quantum element is really her only inherent merit. PF is her most optimal game mode, but really, even _Argenti_ is better than her in PF and _maybe_ Serval if you think of Serval as a 4⭐ Argenti with a 90 energy limit, but the Herta + Himeko setup is just so busted for PF that that's what you'd rather be using. Dan Heng, Hook, and Arlan, have no future. Of those Dan Heng is technically the most serviceable, but as with QQ, why would you use him when better options are available? Sushang is useable in super break comp, if you manage to give her Boothill's LC, and that's a meme strat more than anything, so it's not as easy to do as just building teams the way they're intended. Herta is in surprisingly good shape. And a good part of it is having great teammates like Robin and Aventurine. Xueyi... I never really _got_ Xueyi. She was dealing incredibly small amounts of damage when I tried to use her. I'm not exaggerating when I say her Ult was hitting 3k (not 30k, 3k). I gave up building. For sub-DPSes, March 8th is in the best position right now, and it's because she's an extremely flexible sub-DPS who is SP+ on every turn, making her compatible with _basically_ every main DPS in the game. Her BiS teammates are FUA units like Himeko and Dr. Ratio - Feixiao being the premium pick. Moze serves essentially the same role as March, and releasing them both so close together is a confusing design choice for me. But Moze is worse in that he only... really works if you have either Feixiao or Ratio. If you have neither, why bother. I consider Sampo, Guinaifen, and Luka to be Sub-DPSes as DoT applicators. But they all _need_ Kafka as the linchpin of their team. Luka is next to bricked because he's a single-target unit. Sampo is good at one thing and one thing only, dealing Wind Shear damage. DoT were amazing in the last PF, due to the DoT enhancement blessings. But if your character lives and dies by Blessings but becomes a wet noodle in MoC.... yeah. Honorable mention: Asta is considered a damage dealer by some because of her Skill being able to break enemies so easily, and I think she has a trace in her kit that buffs specifically fire characters, but otherwise, there's not a lot of team comps left where she really has a place. I'd say with Himeko and Herta is still a pretty solid Pure Fiction team for her. Asta's weakness is she needs to use her Skill to keep her Talent stacks up. Whereas Robin etc can be SP+ three turns in a row. if you're fortunate to have Sparkle, then you can pull SP out of her Ultimate and not worry as much.
I am sorry I don't think Honkai: StarRail need to fix 4 Star DPS. Currently 5 star in standard banner is mostly useless and you alway get them when you fail 50/50 chance to get new units. They should fix that first before care about 4 Star DPS. Also 5 star DPS limmit banner in 1.0 version already powercrept and you want new 4 Star DPS is strong as 5 star DPS 2.0 version. How can sell Seele/Jing Liu/Blade/etc if new 4 Star DPS is better than them and easy to get. They should fix 5 DPS star limit/stantard issue first before they work new 4 Star DPS.

I love Xueyi, idk why no one uses her. Just used her with Fugue, HMC and Gallagher in Apoc Shadow first side with the Quantum buff and she was so fun.
her floor and ceiling are higher now with fugue but before fugue, it was miserable trying to use her into any enemy not weak to quantum
