In the manga, Moro is a villainous monster. This hails from 5 million years before buu even existed. He fought the kais of old who seal away his power in exchange for their own. Inprisoned and depleted the galactic patrol decided to take Moro into their custody. Jump fowarc 5 million years where we see the one capable of sealing Moro, The Lord of Lords, is absorbed following his battle with Majin Buu. Now, back in the present Moro regained enough power to stage an escape. Insurrecting a captured Frieza Soldier the duo escapes. And there is only one thing on his mind, to regain his youth. So we go to Earth where Mr. Satan reports that Buu is being kidnapped (still asleep). Goku and Vegeta appear to almost immediately be incapacitated by a Gala tic Patrol member named Meerus. The saiyan duo awakens to find they are in The Galactic Patrol's headquarters. After acquainting themselves with the King and Meerus, a transmission of a burglary is recieved. Wanting to help Goku and Vegeta are themselves Insurrected into the Galactic Patrol. When they arrive they see bandits trying to make off with a stolen train. Goku jumps headfirst into the action while Vegeta watches. Vegeta is dumbfounded by the speed our newcomer Meerus employed. Meerus proceeded to apprehend the bandits and save lives in the process. With their mission complete they start heading back to the Headquarters. Shortly thereafter they get Moro's energy reading. Goku tries using IT, but panics when he realizes when he saw Moro, Moro saw him right back. Vegeta asks what is wrong to which Goku replies, this is the most sinister energy I ever felt. Of he follows through with the IT. Then we see that Moro targeted New Namek. It revealed Moro is after the dragon balls. Goku and Vegeta appears across from Moro. Just then Moro sees a namekian child and plans to eat him, drawing in with telekinesis. Vegeta kicks Moro's arm to release the child. Vegeta swearing not to let another namek be harmed. Then Moro engages Vegeta. Vegeta starts overpowering Moro and Moro has trick up his sleeve. Moro is a powerful magician in his own right. He using magic to even the playing field. Vegeta than goes from SSG to SSB. After it becomes apparent Vegeta is winning, Vegeta unexpectedly powers down. Goku is feeling drained as well despite the fact that he hasn't fought yet. Moro goes to explain he can steal energy on whim. He can pretty much use an "Evil Genki Dama" in which the donor of the energy does not have to consent to the exchange. He so far has defeated Goku and Vegeta. But here is the catch. Goku plans on using the super dragon balls to restore Moro to his prime, in exchange for a battle without the use of magic. Moro gleefully agrees. And that is all know so far.
