Actually, when you see it come off in long strips like this, it’s pretty much guaranteed it’s been painted. The longer the strips, the more and/or glossier it was painted. In this case it was either primed or probably only one coat of flat paint so it came off easily.
Yellow, high adhesion tape does this the worst. Frogtape is much safer on paint, but if you wet scrape it, it just weakens the bond enough that it can happen. It can happen anywhere when using high adhesion tape, so sometimes it just happens, but more so at the top of the wall after scraping the popocorn off with water.

I did not have the guts to use the pole method, so I used a small ladder. Took longer to move the ladder than to remove the popcorn, lol. QUESTION... After sanding, I want to prime with Zinsser shellac based primer (Due to decades of smokers). Would I then spray a very light orange peel texture, or reverse that order? Thanks for the help!!
I used tape and hose clamps to attach it to the pole. It will be about 10 times harder to try and scrape off a mop ceiling texture. I’ve never scraped one off I just knock off the high points and skim coat it

You have to walk around the room with a big bag of Jiffy Pop for ceiling, after you spray the glue on. Then as it pops you spread it across the room and flatten it with a roller. OR you can glue the raw popcorn kernels on one at a time to the ceiling and pop them with a heat gun...... Ok, just messing with you. We sprayed it on.

I can remove many with paint on them, but sometimes it takes up to 5 coats of water sprayed on with hot water, a little soap and letting it soak 15 minutes each time. But not all can be removed.

Shoes are not needed and way more comfortable without. Society has been brainwashed to think they always need shoes by the shoe manufacturers who of course want you to buy as many shoes as they can. Shoes can be decorative and sometimes functional when a job is dangerous but this one is not. Why when taping plastic sheets on wall does it pull paint off walls when removing plastic?

Sand it, smooth out the defects, then prime it and texture with anything you want

It will give you more consistent results if you prime first and then prime it again after the texture
