Wow!! What a genius move! This is such a great way to blend 2D and 3D animation obviously the positioning and the timing mustve taken a ton of work though for this to work the way it did!
I can't say what render engine but if you want to try and construct shaders like this without excessive coding you could take a look at Houdini's Mantra. The node-based shader network even lets you dive into the illuminance and gather loops and rewire the entire shader rendering logic for the material. Blender's Cycles could be a good option too, it looks pretty open based on the little testing I've done (not as in-depth as Mantra, but you might not need that).
Did not expect the hair to be handled that way. Very fascinating.

@@Aeonxal it's a little harder then that. Toon shader gives you hard shadows and outlines this has done something I've never seen before.
