Voltage regulation in PT is very low. When we short circuit the secondary of PT, a high current will flow through its secondary. Isliye hamesha open rakhte hai.
From your shown picture still all electrical engineer using name LA, According to IEC 62305 that is not LA, This is also SA. 1.LA is directly arrest the lightning and pass to ground. 2.From your shown picture LA is only arrest the surge voltage due to Switching operation & Lightning. 3.Directly not arrest Lightning. 4.Substation tower & transmission line tower also consider natural down conductor for Lightning arrester. 5.LA is directly connected with Grounding rod 6.SA is indirectly connected with grounding rod 7.All are using wrong name, SA is called LA due to Lightning surge.
SF6(Sulfur Hexafloride ) Circuit Breaker. If our system Voltage level high like 132kV, 220kV etc then we need highly responsive circuit Breaker for our system. That's why we use SF6 circuit Breaker.
Lightning arrester is not connected with any kind of resistor but surge arrester is generally connected with nonlinear resistor (May be ZnO) in series to the earth. The resistivity of this type of resistor depends upon the voltage level across it. So whenever the surge arrester is connected in line normally the non linear resistor doesn't allow any kind of current but whenever surge arise on the line the resistance of the resistor becomes low and the surge absorb by the earth.

Aapki requirement kya hai uspe depend hai.
Electrical mein koi bhi chiz straight forward sahi ya galat nahi hoti. Har chiz requirement and bohot se other factor pe depend hoti hai.
