The reason a Pan American flag is present is because on PC Version, Pan American, EU, and Pan Asian ships have their corresponding flags on by default, in game you can switch them out to their original nation's flags if you prefer. Unfortunately, we don't have that customization in BLITZ, but Im guessing they will eventually.
Yeah, I hope they'll fix it. We've certainly been asking. Personally, I think quite a few "minor" navies are quite a source of pride for their respective countries, so it's a matter of respect to show the flag (even if it's the national flag and not the naval jack), which is also why I'm usually trying to pronounce things correctly.
There were flags of Poland and Sweden on Pan Europe ships. Pan Asian ships had flags of ROC, PRC, ROK, Thai, and Indonesia. Even Atlantico flew Brazilian flag before. I wonder why WG changed it

They should give us a Pan American Brooklyn class cruiser, but with stats reminiscent of ^this ship. They could remove 6 of its 15 main guns, and give it a 10.8 sec rate of fire. Then remove all its large caliber AA, so it also has no secondary guns. Maybe slightly less HP would be good too. I think that keeps with the spirit of ^this ship.

The only thing I can think of is that they were already having "hypothetical Worcester designs" from T8-10, so they chose a Fiji for T7 instead of yet another USN CL?

I have Makarov (spent way to much $ getting him) and I recently switched him from the petro to the Nevsky as an experiment. Especially if you can get some shots in with the auto lock off, its a scary combination. Im starting to regularly pull off 100k games with her, you should give it a shot.
I got it because I wanted the other things from the pass (mainly steel after the shipyard update), and I agree it’s not great. However, I did enjoy it sometimes, and had a few good games (I’ve wanted the DZP for a while but didn’t think the 20% discount last time it was a bundle was cheap enough). Speaking of the shipyard - I do wonder if there is a little hint of method in their madness: an easily accessible T8 with outstanding AA released at the same time as they made the Sanzang ridiculously cheap…

Or De Ruyter, they've swapped names around so many times that I had to make a diagram when I was reviewing the tech tree. I have only played Zieten for the initial review, and wasn't really impressed. I'm planning to do a re-test from T8 to 10, under the aspect of increased air threats, so there'll be Zieten content again. Generally, if you're not really, really short on blueprints, I personally tend to save up free XP for legendary modules and the occasional captain training boost, but I've skipped some ships in the past (Izumo was the latest).
The difference between AP and SAP generally is that SAP does more damage, but has lower penetration than AP (i.e. can't punch through armour as much). If you look at the alpha damage on Italian battleships, however, you'll find that AP and SAP are actually pretty close, damage-wise, so there's usually not a good reason to use SAP for raw damage output (since you're more likely to bounce shells). With one exception - SAP can't (or, to be more exact, most of the time doesn't) overpenetrate. The AP actually has _too much_ pen when you're shooting at very lightly armoured targets - destroyers, Pan-Asian or British light cruisers etc. This will result in the AP shells going straight through without detonating, and you're only doing 25% of the possible damage. SAP shells usually don't do that, so despite destroyers having very thin armour, they take full damage from SAP shells (where AP shells would only do 25%). This means that a CC can one-shot a destroyer with a well-aimed salvo. On Warships PC, they quickly realised that this was broken, and have removed the mechanic, but here, for some reason, they've left it in. So, rule of thumb - SAP only where AP would overpenetrate (watch your damage numbers, if it's less than 500, that's an overpen), against DDs, some light cruisers, maybe aircraft carriers, but against everything else, use AP. You're wasting a lot of damage potential otherwise, since SAP will struggle to get through thicker armour, and you don't gain much, since it does very little extra damage.

I wasn't expecting a DzP (it's a monster, indeed), but for a cruiser, this is really a bit one-sided. The CI forces you to play aggressively, so you can charge up, but it's just sorely lacking in firepower. Against BBs, you're entirely RNG-dependent. It's basically a DzP without planes, or an Allende without torps. The AP isn't bad, but having a cruiser that just doesn't have any answer to BBs is a hard sell for me. You can have decent games - 75k is ok for a T8 - but it generally just feels a bit "helpless", if you know what I mean. Compare her to an Ochakov. Similar ship, 8 guns, but a 6% fire chance & a 5.6s base reload, plus a set of torps - and that was only an "ok" ship for me.

With the CI, the damage from the guns is probably about the same as what you could do with a DzP. Thing is, DzP has airstrikes, and the tech tree cruiser has torps... I wouldn't be surprised if she got a small buff down the road.
