Do this and pray for me. 1. Ask Uni that you need a reference letter for admission To Whom it May Concern, stating that you have completed the course/degree in year etc 2. If this fails ask them to provide a student character certificate, basically you need any letter that satisfies HR 3. Ask any solicitor to write your response for HR, email HR and wait. I am sure this will work.
I know a lot of guys who are working full time even before the issuance of degree from University.its the fault of your employer not the university.before the degree the university gives you a schedule of sem A,semB and Sem C and even on your CAS degree completion date is mentioned.if an employer is not ready to accept any of these documents than there is some politics going on your employer end
I suggest that you can also contact your local council amp and send them university documents really helpful for you inshalla Allah pak ap ke muddt kery Ameen.

In the meanwhile if you are in urgent need of work I suggest registering with an education agency. There are many online and there is a need for teaching assistants so the job won't require much experience. For this job you may need to pay an initial £50 for DBS clearance if you don't have it already, but after that you will start earning about £90 per day of work you do.
Write an email to your university about this problem and also add your employer in the cc. In your email also instruct the uni to add your your employer's email in cc while replying. Then go to your employer. If your employer doesnt agree, then in a very gentle way give them this hint that you are going to the labour department or seek legal help on the matter.

Your HR having a wrong approach. The standard procedure for HR is to contact directly with Home Office for any query. HO has employer helpline. You may contact to an Employment Law solicitor to write to your HR department. As legal point of view your HR having a wrong approach to handle your employment. I have given you a lead line to work , im sure it will help you to resolve employment matter. Best wishes.
It's not your employers responsibility to aproved your visa . You need to apply for PSW with that certificate. Once you applied show that proof that your wating for decision from UKVI to your current employer. At that point your employers is legal bind that's they can't fire you untill the decision is made your PSW visa

Once the term date is finished students are allowed to work more than 20hrs and they require degree certificate for evidence. If the employer is still not convinced with your degree certificate and transcripts, forward your email to your employer which was sent to you by your university stating that the degree has been completed and you are eligible for PSW. Tell them they can contact to HOme Office as well. Have patience and wait for your things get resolved soon.

I do know some laws related to this You can contact your HR and tell them about your situation that you are not responsible for anything and if they keep you on unpaid days off you will sue them under the employment act. It really is a legal issue as they are in commitment with you to provide you with a full time job after your degree completion.
File case against the university through a lawyer,he might get your rights from the university along with your wasted days wages. I believe the ultimate solution is court where you will get your rights.

Hertfordshire uni is one of the worst universities. I had the same experience with them. I completed my postgraduate certificate with them years ago. Still it's been a year and no update from them regarding my certificate. I will suggest everyone stay away from this uni.
