Second of all, yes, your save data is safe, every time they have to reupload the game, they upload it will all the save files still intact so no worries about that.

What you can do, however, is start a new save file on another account with another starter, beat the first gym, go to the trade resort and then trade that starter with your main account so that your main now has 2 starters. You can do this as many times as you want.
If I recall correctly, route 17 is the route that links Decca Beach to Crescent Town, the route being entirely made of water with small islands, which means there is no fence. You are probably referring to the fence on Decca Beach with the little people with stands "selling" stuff. If that is what you are referring to, then you just need to go down the stairs and use surf on the water and pass through the giant stone arch thing in order to get onto route 17.
The Experience Share is an item that in this game, once turned on, gives experience to the other pokemon of your party once an enemy pokemon is defeated even though those other pokemon did not participate in the battle. This is a really good item for grinding for levels and evening out your team's levels so that your pokemon do not lag very far behind when it terms to levels.
In order to obtain the Experience Share (atleast in PBBF) you have to join first the roblox group, which will automatically give it to you in game along with the Shiny Charm, Oval Charm and a free Eevee you can recieve in Silvent City

How to get cut
