Re gride operated from ashore Latin America, I am thinking of long range sonars mounted on fix lifts along the coast, capable to deepen the sonars into the water, if requested, to a certain depth. I wouldn't know of course if the actual existing ranges would be sufficient to do it. But if a solution, I suppose much cheaper than keeping who knows how many aircrafts and ships in action 24h/day. And they could still co-operate.

Would small submarines (type rescue) have more chances to detect the Columbian smuggling subs, as difficult for P-3Cs like you mention, or would it be two much space for them to survey? Would it be possible to create, if not already existing, a gride ashore between North and South America, operated from Latin America, and disabling any crossing of that line.

When you mention these difficult to detect Columbian subs ($ 1million), can one suppose that they might be loaded on a regular small freight ship and disloaded in a "safer" area where maybe less surveillance is operated and then approach US coasts, or Canadian or Mexican? Or would that definitely be an impossible risk for a freight ship to take over?
