I don't think he was lying there. I don't think Plutarch intended for her to die, exactly, but was prepared for that possibility. If she was going to die, he wanted it to be by the Capitol's hand once the revolution had reached its point of no return.
Coin was the real leader, pulling the strings from the shadows. Losing Katniss wouldn't have weakened the revolution much if they played into the martyr angle, which I think Plutarch would've done had Katniss died.
