I was allowed to go all over our tiny town alone by age 8. I was allowed to go to certain places by 7. I do not struggle with anxiety or fear when walking alone, even with an obvious physical disability. I was not totally free range, but I had a lot of independence early on and I am better and more confident because I went places alone when I was young. I think the dangers depend on where you live and your situation, but I hope that when I have kids, I will be able to give my kids more freedom than other parents give. Speaking of the "worst mom," I think by 10 most kids should be able to ride public transit short distances alone. I never understood the issue.
The appropriate question is not, "Do the benefits outweigh the risks?" but rather, "What is the correct amount of unsupervised freedom to give at each age?"
