I think you underestimate Brig. Yeah she suffers without dive but she can be very good at synergizing with the meta and countering. You can use her to keep Orisa, Zarya, and Ram away or to secure high grounds for your DPS and damage supports to use. You can also protect your Illari's pylon and peel for Ana. And on some maps she's just really strong to the point she has one of the highest winrates across all ranks. She's a B tier imo. Illari is strong but it's partially because a lot of people don't understand her yet and don't try to destroy her pylon. Without her pylon, she suffers a lot and needs to be close to everyone, which feeds into Ana nades. And 2-3 tapping squishies is nice but Ana, Bap, Zen, and Kiriko all do this too and have a higher fire rate. If you go into VAXTA or an aim trainer, you will have higher kills per min on all these other supports than her. I'd say A tier. Ana deserves S imo because there's no more dive, she can counter a lot of the strong bunker poke comps that are based around Bastion, Torb, Illari, etc. with everyone bunched up with nades. Kiriko too since she can be used with anything and can reliably destroy pylons, win all the duals, etc. And her suzu straight counters a lot of the meta ults.
As you already said, it depends on the comp. I think in the current meta u wont see that much dive except for maybe a doom dive. For that matter it should work. But against a poke comp or a Bastion? Idk why u should play brig
If you don’t like lucio why not try Bap? His Primary is really good and two healing bursts also helps in this meta. His Immortality field is also really handy but gets shot down too fast
Ari’s pylon should die off on its own… it’s ridiculous how it can be hidden and just heal and heal and heal, forcing the other team to get out of position to destroy it over and over… Some maps, the other side just has the advantage of being able to both hide the pylon and get unlimited heals… then the map changes.. She is broken.
She has the lowest winrate because she's among the hardest to play. I think winrates matter to a degree but you have to always consider context. For example, Brig has one of the highest winrates across all ranks because on certain maps and against certain comps she is really strong but that doesn't mean she's S tier.

I feel like illaris pylon should be on for 10 seconds and then it would be destroyed and go on cooldown. Reduce healing over time as well
