After seeing the movie, I'm not surprised that the first Time Lady the Doctor and Leela met in "The Invasion of Time" was named Rodan. One scriptwriter must have known about the appearance of "Doctor Who" in that movie and decided to do a joke of his own.
Given the implication that this mining operation was on behalf of Red China, I always close-captioned the lead bad guy's name as Doctor Hu. That being said, he does dress like a Roger Delgado-era version of the Master.
I saw this flick a few times when I was just a kid - a local tv station where I grew up played it occasionally. That scene where the villain vomits blood during his death scene actually shocked us, and must've been pretty strong in the 1960's!
And to make things even more insane, apparently, according to Wikizilla, King Kong Escapes is connected to the Kiryu Saga... Unless Kiryu was built using the same metal Mechani-Kong was built with, or even his remains, I have several questions as to why they're connected

The movie was attempting to ape (pun intended) the Rankin-Bass/Toei Animation King Kong cartoon that was popular at the time. Hence it's not canon with the Toho movies. If this was the same Kong from KK vs G, that would mean he shrank 150 feet or so because he's about 50 tall in this film. Gorosaurus' role in DAM has more to do with the fact the suit was in good enough shape to still be used. Considering how ahead of it's time the Toho Tokusatsu films are in terms of connected continuities, I think we can forgive some of the loose canons here and there.

The reason they changed King Kong to Godzilla for Godzilla vs The sea monster was because Toho owned King Kong for 5 years and then when they were about to make Kong vs the sea monster was because at the time the right of Owning King Kong was at an end

It's funny that you mention that this Dr. Who acts like a James Bond villain, because this movie has a James Bond connection. Dr. Who's sidekick, Madam Piranha, is played by Mie Hama, who was James Bond's final girlfriend in _You Only Live Twice_ . Akiko Wakabayashi, who was Princess Salno/the Martin/Venusian Princess in _Ghidorah, The Three-Headed Monster_ , was his second girlfriend in that movie.
The King Kong suit in this film is not the same one from King Kong vs Godzilla. However they did use the KKvsG body suit for the water scenes and gave it that ridiculous oversized mask/head.
