For Goku's case it was easy to change his conqueror Saiyan behaviour, since he was raised as a newborn by a kind human. But it is much harder to change as an adult, and Vegeta grew as an underling of Freezer, an even more evil being than the Saiyan.
And yet, for love, Vegeta did change.
Bulma is the reason why Vegeta fought for the Earth as a Z warrior.
