it seems that the character you're playing as did something to his family which is why he was sent to work at the store, which is actually hell. customers give you keepsakes from your family and tell you not to forget. many of them also tell you that you belong here (except for the guy who inverts your controls who says that you don't - but maybe thats supposed to be an inversion in of itself)
the eyes said that he dont belong there so. Thats another character.
My guess is it's actually purgatory, hence why the guy at the beginning says there are worse places to be. Also multiple of the characters either say you belong here, or you don't belong here, like maybe even they are conflicted on where you belong. Losing would mean going to that worse place (hell, likely with all the other characters) and getting your promotion is redemption/going to heaven. Or perhaps even revival (based on the still beating heart and how it seems to jump at you when you interact)

My theory coming from a writer, the eyes represent, someone or something sees everything, in the eyes point of view, we aren't a monster as the eyes tells us "we don't belong here" but the others they don't see anything about us, we must've been accused of doing something to our family, the game could represent the saying "hell doesn't wait for no one" hence why the customers have a short wait time, if you're in hell you're in hell there's no way out, yet no one can believe us, the man with no skin represents someone who was "in" hell once as hell isn't a legitimate thing in this game, it's more a way of living, as has been there once hence why he said "I've worked here once" or people would be quick to insult rather than hear you out
