- The confiscation of my drone (DJI Air 2S) at Ninoy Aquino International Airport (NAIA) last month was a realization that owning a drone in the Philippines is a responsibility. I acquired my first and second drone without prior profound knowledge that owning one has obligations to fulfill; one of which is to have your drone registered. In this video, I will share with you this unique experience and how I was interrogated in NAIA for my drone. I didn't mention in the video that my drone also lost its signal while I was flying it at Intramuros, luckily I was able to land it safely after it got its signal back after a few minutes. I was really shaking then and started to believe what my friend told me once that I should take extra caution when flying it, especially in the city as authorities may suspect it as a spy - I learned in the news that a drone can hold a small bomb; it has been used by some enemies as one of their tools in wars.
At the end of this video, I hope that you will learn from my experience to avoid the same mistake I had. If you have a drone or planning to have one, please ask the seller if that drone can be brought everywhere as some drones may not require registration, especially the lighter ones. For heavy content creators who have heavier drones, please have them registered and also take necessary training and seminars to get a license and legally operate one.
Nevertheless, I was able to film and created some aerial episodes during that vacation in Manila. My Tagaytay episode is still on its underway.

Are drones allowed in the Philippines?
According to CAAP, drones are allowed in the Philippines, subject to CAAP regulations. Read on for more details.
Here are the most important rules to know for flying a drone in the Philippines:
To fly a drone commercially or fly a drone weighing more than 7 kilograms (15 pounds), you must obtain a CAAP certificate. For additional information, see the section below.
Fly only during daylight hours and in good weather.
Allow the drone to remain within your visual line of sight.
Avoid flying over densely populated areas, such as schools or markets.
Never fly higher than 400 feet above the ground.
Keep a safe distance of at least 30 meters (98 feet) from people not involved in the drone’s operation.
Avoid flying within a radius of 10 kilometers (6 miles) of airports.
Avoid flying near disasters, such as fires.
Certification Requirements for Flying a Drone in the Philippines
Large drones weighing more than 7 kilograms (15 pounds) and drones intended for commercial use require a CAAP UAV certificate. The authorization is divided into three sections:
Certificate as a UAV Controller / Pilot
Registration of unmanned aerial vehicles
Certificate of UAV Operator
To earn the UAV Controller / Pilot Certificate, you must complete a training course, pass an exam, and demonstrate proficiency in flight. This certificate is valid for five years. The UAV Operator Certificate is valid for three years and requires a letter of intent and detailed operations specifications.
Following registration, the required registration marks must be visible on the UAV.
Note for Foreign Operators
Importing UAVs into the Philippines
It is recommended that you obtain a “Carnet” or Merchandise Passport for your UAV equipment before entering the Philippines. This may prevent the need for lengthy customs procedures and may even eliminate the need to pay import taxes. While the Philippines is a non-carnet country, the Philippine Bureau of Customs may accept it as documentation.
In some instances, the Bureau of Customs will require an “Import Bond” to ensure that the UAV equipment is not resold into the market. The cost is determined by the declared value of the unmanned aerial vehicle being imported.

I just would like to reiterate that we can have different experiences among things. I shared on this video what happened and what was told to me by the custom officers from NAIA. It was from their own words that I have to get my drone registered. Apparently, I learned, legally, that there are some exemptions depending on the purpose of getting one, e.g., leisure, commercial etc., and also depending on the weight of the drone. I'll create a separate video about the technical aspect of owning a drone, its rules and regulations, limitations and restrictions.
it does not meet the required weight of the drone to be registered, and yet they have confiscated it? its not fair and maybe the enforcing personnel who confiscated your drone is ignorant of CAAP regulations.

Registration is no longer needed to drones weighted 7 kls below. Pls have this info clear on your next vlog, might confuse some drone owners. One more thing, sorry for what happened to your drone in NAIA but I think it was a scam "hulidap". You should get your drone back. Thanks for this video so much lessons lodi. Keepsafe 👍✨

Yes u r allowed to handcarry just placed in a protective case or bag...this is for domestic flights, international may vary
Pabalik balik ako sa airport with my 3 drones going to different parts of the Philippines , mas malalaki pa nga sa mini2 ang drone ko, mavic 3 at air2s, hindi naman kinomfiscte, hindi rin nga sila nagtatanong kung may papers ang drone ko at kung may caap license ako for drone. 2 weeks ago nasa cebu rin ako, wala naman ganyan experience.

Correct. I just came from Thailand and went back and fort NAIA, walang issue.
I came from Davao, Cebu and Surigao wala naman issue. Wrong info yung wag mag dala ng drone. I'm not saying na hindi nangyari to bit this might be an isolated issue.

Dont listen to this guy, as long your drone is under 7kg and flying for recreation purposes, you do not need to register anything in The Philippine.

I wanted to check while leaving phillipines on international flight - can i keep my drone in carry on baggage.. Do teh security at airport stop you?
Pwde ang drone na less than 250g. Doesn’t need to be registered. The only thing you need to do is to take the batteries off from the drone kasi nag aalter yan ng frequency sa airport tower.
On the other hand, you need your drone registered if the weight is above 250g including the battery.

That's weird. Been traveling domestic with my drones (from Phantom 3 to Mavic Pro and Mavic Mini 2) since 2017 but I never got questioned about it.

@@mikegarcia2564 hand carry dapat ang drone. Same with powerbanks and other gadgets na may lithium content/batteries. Beside that, mas safe and secure ang drone if hand carry. Baka ma-damage pa if checked-in.

2. He mentioned sa isang comment na binalik din naman pala so why hindi na-mention sa video not to misinform the people on bringing drones sa airport and confusing yung mga regularly na nagbibitbit ng drone sa airport tapos wla namang problema?
3. Nabanggit na din yung responsible drone ownership pero panay palipad pa din without doing research muna sa mga lugar na pupuntahan kung pwede ba o bawal magpalipad. Intramuros and city of manila is a restricted zone by the city government ng manila so may roving guards talaga sila. Sana nung nasita sa Tagaytay, nag research na sa mga next na pupuntahan.

Hello sir. Muntik na din kunin un drone ko sa NAIA 2 weeks ago, pero pinaglagpas lang nila nun nakita nila na mini 2 lang. Pero there are times na mahigpit nga sila kahit maliit na drone lang. Good thing gibalik nila imo drone sir. Subscribed!

Better ask ur check in counter b4 proceeding...thats what i did...told me i can bring in my drone so i did till got into xray...no problemo
Don't ever lie to airport personnel, sa xray pa lang, alam na nila na may drone ka pero ang sabi mo camera lang (9:15). Red flag yun sa kanila baka may itinago ka kasi nagsinungaling ka, kaya ka na interrogate. Dala ko drone kahit saang airport Europe at US, hindi ako nasita.
I think its always good to follow this ID requirements for flying drones or model aircraft, based on their weight and characteristics.

For drones or model aircraft below 250g that are considered toys or do not have a camera, no IDs are required. For those below 250g but not toys and equipped with a camera, only an Operator ID is needed. Drones or model aircraft 250g or above require both Flyer and Operator IDs.
Mali ang sagot mo sa guard at di mo kailangan ng License kasi Recreation lang naman ginagawa mo at hindi for business. Madami nag papalipad dyan ng drone dyan pati sa may dolomite, kailangan mo lang magaling ka sumagot kasi hindi naman confiscated yan dahil bawal, gusto nila yan mapasakanila kung di mo tutubusin. At dapat wag ka kabahan kasi lalo ka pag kakaisahan ng mga yan, mali ang pang uunawa nila sa registration ng drone dahil di lahat ng nag papalipad ng drone eh kailangan may License.

Bkit nila confiscate ung drome mo when u r not caught in the act using it? Meaning kailangan mo ng certificate to fly travelling with it? U need cerficare flying it commercially. But i dont think u need certificate bringing it? Besides 7kg and above ang required with certification for recreational use unless pinalipad m yan sa airport kaya confiscate
Hindi ko po naman siya pinalipad sa aiport. I don’t know why the customs got it. Siguro to teach me that there is responsibility before flying it in any purpose.

To be honest, i think this is a form of “hulidap”. I dont think they have the jurisdiction to inquire about your license or registration. I’ve travelled from germany to thailand to manila to zamboanga with a phantom 4 on my backpack and 4 batteries. They can only inspect but not confiscate for the reasons of license and registration.

Never had issues with NAIA whatsoever. From Phantom 3 STANDARD, Mavic Air, Spark Mavic Pro to Mini 2, walang problema. The only problem i had four or five years ago is went i went to Boracay. You need to get a permit to fly the drone and it is only good for 24 hours at the Mayor's office. Ewan ko na ngayon.

I have been bringing my dji mavic mini evrrywhere in the ph. Have never been stopped at our airports.
I'm not familiar with your drone model. Is it big kaya napagkamalang heavier than 7kg? Because I read the regulations and it says there that if a drone is not heavier than 7kg, then you need not to register it. And that's the reason why Altitude Digital (seller) recommended me to purchase the mini 2 because it weighs 249g only Para no need to register and less hassle

Base on what i red on google, flying a drone dont need license when its under 7kg but yes there are restricted areas for flying drone but you can bring it anywhere in the Philippines if its under 7kg
He is using his footages for RUclips which us making money. So not only does he need to register his drone, he needs a commercial pilot license.
In the USA, if you are using the drone for commercial purposes, registration is required regardless of weight.
I am so confused. I brought my dinosaur DJI Phantom 4K 5/6 years ago to Philippines. I had it as carry on along with 3 batteries and remote control. Flew Korean Air. No problem with custom there. Arrived in Manila Ninoy International Airport no problem there either. I brought to to Cebu and to Davao. No problem with custom. I just bought a Mini 3 Pro and plan to take it with me from US to Cebu next month. Will Philippines custom give a hard time about it? Do I need to register this in the Philippines too?

Mini 3 should have no issue. Just educate and prepare in case airport security asks.

did you hand carry your drone or checked it in? kasi kung chineck in mo yung drone 100% masisita ka pag pass mo ng xray machine. other than that they dont have the right to confiscate it.

Kuya mali po yung bawal magdala ng drone sa airport. Inaalow naman po ang pagdadala ng drone (below 7kg) as long as naka carryon sya.

Hi, just went to flight school for rpas license. I dont think those cops had any right to confiscate your drone if you wern't flying in restricted airspace. I have to memorize the rules for the written exam at CAAP.
If you arn't flying the drone only CAAP can confiscate it unless it was used to commit a crime.
Edit : It may have been when you said you had a youtube channel and they assumed you made money out of that channel as a living. Just my two cents.

No fly zone ang Intramuros at Rizal Park, sir. Bawal within 10 km ng kahit anong airport. Bawal den po sa kahit anong congested areas at sa residential. Bawal ilapit sa any police or military installation at bawal ilapit sa bahay ng kahit sinong appointed or elected official.
Konting clarification lang, kung dala mo lang naman sa luggage yung drone ay bakit na-confiscate? Sa pagkakaintindi ko ng drone law, pwede ka lang nila ma-apprehend kung nahuli ka nila nag-opperate ng drone in restricted areas. Pero kung karga mo lang naman, dapat walang problema yun. So binalik din ba nila after ng interrogation?
Pede ka parin nilang hulihin at kasohan in worst case, kahit di ka nakita na nag operate ng drone sa restricted area they can monitor through air-traffic at if your reason for flying is only recreational purposes and you posted it in social media and you get paid for your videos that’s not recreational use anymore.
Im traveling to manila.. it's a dji mini 2 - sub 250 gm.. I think i dont need registration..
But while going back on interantional flight, can i keep it in hand luggage..?

bro may mali ata yon custom officers, yon saken is dji fpv mas mabigat kaysa sa drone mo pero ilan beses ko na nadadala labas pasok ng pinas...specifically Manila to Singapore and vice versa, ang bawal lng is magpalipad within 10km ata sa Pinas, dto kasi sa Singapore within 5km bawal. yon drone ko registered dto sa Singapore pero sa Pinas hndi, nagpapalipad nman ako sa Cavite area lng, hndi kelangan pag below 7kg.

Para sigurado check in mona lang huwag hand carry kasi baka ma hold pa drones mo sa airport

its not illegal to own a drone but if it is used for commercial purposes or it weighs 7kg up it need to be registered and the operator need to aquire a liscense to operate the drone. maybe because you mentioned that you're a vloger they immediately considered that you're using it for commercial purposes.

I listened very carefully but I don't understand what you did to get your UAV confiscated. The registration limit is 7Kg, but the DJI Air 2S is only about 600g.
I am curious because I'm bringing my DJI Mini 3 (~240g) into the Philippines next month.
I take flying my UAV as a very serious matter and would never neglect laws.

Don’t worry I contacted the CAAP and they gave me an official email stating I could bring my drone problem free

Air 2S needs a license to fly especially in the EU because it weighs above 250 grams. Drone insurance is a must regardless of weight.

Unang pagkakamali mo bumili ka ng drone ng di mo alam ang mga regulations. Tska hindi mo kailangan iregister ang drone or magkaroon ng license (7kg below )kung for recreational use lang naman.

I'm sorry to hear that this happened to you but your statement na don't bring your drones sa airport is wrong. Your case might be a one off.
You don't need to register your drone if you're using it for recreational use and if it's less than 7kg. There are places like Boracay and Davao City that require for registration BEFORE YOU FLY IT, but you should be able to bring your drone and pass thru airports.
You're correct though thay flying a drone comes with responsibility.
Lastly, suggestion lang. Waste of people's time yung half of your video is almost why you want a drone, trust me, people don't care. They watched because of the title of your video and not about your personal life.

Why did they confiscate your drone? I thought you don't need a permit if you're flying recreationally and if the drone weighs less than 7kg?
I don’t know, Sir. But that’s what happened to me in Naia on my way back to Cebu. However, they returned my drone afterwards after I promised to get a registration and license. They kinda gave me a chance. My drone weighs less than 7kg. It’s DJI Air 2S.
@@onemanwander that's pretty weird. I think they were probably just on a power tripping mood bro. All the regulations I've read so far has said that permits are only required for commercial drone usage and if your drone is heavier than 7kg which is pretty heavy

dji air 2s 595 grams yan kaylangan mo talagang iregister yan. 250g lang ang drone na pweding dalhin na hindi ka hahanapan ng registration. ang drone ko ilang bisis ko na dinala sa airport hindi naman ako sinita ilang bisis din ako nagpalipad sa hong kong sa central china bank hong kong pa nga eh. wala naman problema

when you said in your caption or title, did you mean by confiscated as in like they seized your drone? or was it surrendered temporarily or held until you get all your documents submitted? or once you get back home you get to take back your drone with you? you didn't explained everything what happened after they "confiscated" your property which is illegal, yes, you'll get fined if you fly your drone without permit or authority for PHP100,000. but confiscating property i think is illegal... since your a wonderer without proper gear, next time you should be prepared before you get to war...

Either this is click bait and never happened, or he was almost extorted. Wtf does customs have anything to do with drones? Hand carried my mini, air 2 and AV2 without even anyone from NAIA and any of the other regional airports even ask what's inside the drone bag because they can see clearly that it's a drone. As long as you follow the drone weight limit and application set forth by CAAP, it's all good.
They don't have the right to confiscate your drone because you did not violate any laws yet.
