Second Annual State of Open Data Policy Summit: Open Data Models in the Public Sector

  • Open data has facilitated COVID-19 response. It has identified gendered differences in urban mobility. It has been a tool to counter corruption and better involve people in government decision-making. Yet, according to the Global Data Barometer, progress on open data policy-making has stalled. There’s been little movement to implement policies.
    On 12 June 2023, the Open Data Policy Lab hosted its Second Annual State of Open Data Policy Summit to identify the barriers and enablers of open data action and the specific ways that organizations have overcome institutional, cultural, and societal hurdles. This event took the form of various panels and conversations on real world examples of open data and data re-use.
    In the Summit's first panel, The GovLab's Stefaan Verhulst facilitates a conversation between leading experts in open data from around the world, including Hilde Hardeman (Director General, Publications Office of the European Union) and Otávio Moreira de Castro Neves (Director of Open Government and Transparency, Brazil). Participants discuss ways that they have been implementing open data policies and the institutional, cultural, and societal hurdles they've encountered.
