This is so F'n wrong.. You should never bed anything (other than some plastics) with silicone.. Even a quick google search with show this.. 4200 or Butyl tape should be used..

Marine grade silicone above the waterline is fine.

no silicone. 4200 is good. Best is epoxy the hole and redrill.
