The responsibility starts from the time a male is born. It is the DUTY of the FATHER to set an example for his son by teaching him to respect ALL females. It is the DUTY of the MOTHER to teach her son to respect ALL females starting with herself; to not blindly support a son accused of sexual misconduct of any kind including the misnomer "eve teasing". It is simply not teasing but a criminal act. If all parents did that, and law enforcement did their job instead of joining in or ignoring cries for help from a female being harassed, India would grow leaps and bounds in safety for the female gender. It has to be a concerted effort with with in the next 18-20 years a new chapter can begin.
