    I spoke too soon !
    Yes solidworks allowed the creation of a part from scratch but its not letting me edit that part using features of other parts now that the part has been saved .
    Unbelievable!
    This software sucks !!!!!!!!!
    I keep reading the word " context" when doing web searches for answers.
    Context should mean NOTHING !!
    Anything on the screen should be available to do what you want , how you want ....period . Context means nothing ! More unnecessary BS that just causes headaches.

      Select the component you want to edit, then select 'Edit Component' from the Assembly tab of the Command Manager or use the 'Edit Part' button in the Context Toolbar. Everything in the assembly is available for editing. 'In Context' refers to editing components in the assembly instead of having them open on their own separate from the assembly.
