This game has such a surreal atmosphere where you can slice a bunch of screaming civilians in half: there's nothing in the visuals that is cartoonish, nor in the audio, yet the whole thing still feels like slapstick comedy.
You can literally use WWE moves. Elbow from the sky, or my favorite the cannon ball. Shits hilarious.

They're the same animation company that did many classic direct-to-video Barbie movies, including Barbie as the Princess and the Pauper and Barbie: Fairytopia. They also did many TV shows such as ReBoot, Shadow Raiders, Beast Machines: Transformers, Spider-Man: The New Animated Series, and Max Steel, and other TV specials such as Casper's Haunted Christmas, Scary Godmother, and Hot Wheels: AcceleRacers.

@aldar8240 Basically, there's no "moral quandary" to being unrepentantly evil in this sandbox game like in so many other open-world sandboxes where there's a binary karma system (implied or otherwise) like Saint's Row III or inFamous
Prototype 1 doesn't disincentivize being a superpowered murderhobo mainly because what ever fucked up shit "Alex Mercer" (the player) does voluntarily, you are still somehow less evil and morally reprehensible than the *real* Alex Mercer. The closest another game has to this is Saint's Row IV, which takes place in a virtual simulacrum of the world from III (because the actual earth is blown up after the first mission)

I saw a really funny headcanon for why people are willing to let so much crazy shit slide in regards to the detection meter. Like how you can leap off a skyscraper and crater the ground in front of them in disguise and it'll only go to yellow.
If you're a normal dude with a rifle and you're supposed to be fighting a guy who can walk off a tank shell to the face and then pick that tank up and hurl it across Central Park? And then that guy slams into the ground right next to you but starts just casually walking along? You are going to be working REALLY HARD to make sure you don't see SHIT until there's no other option.
