I put you off the hook now just because you referred to a protocol, “signed by someone with no knowledge of emergency in the air with passengers on board”, what I understand. But, I can guarantee you, that protocol must have been written by someone who has no knowledge of emergency situations in the air. Many times, I received a call on the VHF from the captain of the flight that he was running short on fuel, so the controller was requested to accommodate my Captain’s request, regardless of any VVIP movement, the controller let my Captain land safely. So, in this situation, the protocol needs to be amended, because the aircraft in the air in an emergency situation, with so many passengers on board, has the priority over any VVIP aircraft which is on ground, and waiting for take off!
