The subs probably made it confusing for you but what she meant is “I can’t fight one of them at a time, 1v1, because it’s time consuming” that’s why she blast them all away even if that is overkill. she can’t waste any time.
Actually in StrikerS, Hayate outranks Nanoha both in military rank (Hayate: Lieutenant Colonel, Nanoha: Captain) and magical rank (Hayate: SS+, Nanoha: S+). Nanoha and Hayate have never directly fought, however it's a comparison of apples to oranges: Nanoha uses precision fire and long-range cannon attacks, while Hayate primarily uses large area-of-effect attacks. As for Nanoha vs. Fate, Nanoha beat Fate because she developed a better strategy than Fate, employing sneak attacks several times.
In the manga the StrikerS asked the captains who was the best. Pretty much the consensus was that it would either be Signum or Nanoha. They fought two times in practice. Once according to Signum the organizers had to stop them because they got too much into it, the second time it ended in a kind of a draw/overtime, their ultimate breaker attacks collided, the time ran out and both were left standing, alltough Nanoha was dazed. As for Hayate according to herself she SUCKS at combat and aiming and her rank is not a combat rank but general aptitude rank and she alone could not beat any of the StrikerS let alone the captains. She said that maybe she could beat Caro, but then she remembered that after all Nanoha trained her so that was out of question (plus Caro if pressed can summon Voltare who makes ANY argument invalid because he is a god damned skyskraper sized dragon).
That's only because Nanoha refused to be promoted. She wanted to stay in that rank in order to help newbies become stronger. Even at the end of StrikerS she was offered a promotion and she refused. Plus Hayate isn't good in combat. Just high level spells that takes forever to cast which is stronger than Nanoha's I'll admit, but that's it and she can't control it much.
@formula90II Nanoha and Fate are actually S+ rank mages, limited to AA. In season 1 and 2 it was stated that Nanoha and fate had the power of an AAA, the same rank as Chrono, but he obviously knew how to use it beter at the time.
Nanoha is an incredibly kind person who fights for what she believes in. So Vivio was captured and forced to become "older"-Vivio... Vivio gained memories of her original and began acting different. "You're not my real mama." Punishment was needed! :)

And Hayate outranks her on a magical stand point (can't believe I'm even saying half of this) mainly because of her Unison with Rein and the power of the spells when such happens? Like I said magical, not as a tactician, though Hayate does have a mind for tactics, appropriate or not...

she had to predict the amount of damage fate was going to throw at her before she could retaliate with her combo.

thats status promotion/ranks rather than magic.. cant promote nor deny promotion to magic rank.. either got it or you dont (plus training)
