Aboulutely! Designers will use SketchUp to calculate things like earth removal or back fill. All you need to do is make the geometry into a solid, and SketchUp will tell you the volume!

Can I use a topographic map to create a grading model?
Yes. There are different ways to start...CAD contours, height map, hand draw, etc
You really just glossed over what Smoove can do and how to use it.
