Why are closed door sessions legal? We do understand personnel issues are private concerns, but , 😊town managers do have conflict with all towns, municipalities, cities. They are always the first to go. Two years is my understanding for managers who know how to fiscally manage a point of concern while butting heads with political manipulations.
In my experience, Town managers handle ALL the funding, therefore they run the show. They are also the ones who run the skim game. I watched a new Treatment plant under construction have "Value Added Engineering" change orders submitted, in order for $10M to be skimmed off the top of the project. This included the main blueprint for the plant literally being vertically torn in half to reduce the overall size in order to cut costs. If you ever want to know who was in on it, read the names on the plaques inside government buildings. I call those "The listing of the gui'ty parties"
Executive sessions are both necessary and reasonable. They are necessary so the Council can receive confidential advice (from the town attorney, for example) or so the Council can discuss personnel issues (such as whether someone should be hired or fired, how much they should be paid, whether they should be referred for criminal prosecution, etc.). In most states, state law requires that such matters be discussed in executive session. I think most people understand why such issues need to be discussed privately, which is why executive sessions are reasonable. State law makes them necessary. None of this means that the ability to hold executive sessions cannot be abused. However, I saw nothing in the video that hinted that was the case here.

Town managers started in the early 1900's as away to bring in an outside person usually experienced in business administration or engineering that would also be outside of the influence of town politics.
They manage the viability of improvements and paid improvements fiscally paying contractors contractually approved by the lowest bid with vetting of said contractors. They make sure that shite is done right without bankrupting a community.

They violated code of ethics by releasing confidential information, so how can anyone trust what they have done and will do. But remember this, everything that is done in the dark shall eventually come to the light.
In functioning government, like in Charlotte, the town manager is a full time employee of the City. The Mayor is an elected official. If you don’t understand the differences and the responsibilities of each, you need to learn more … that’s really basic stuff.

I found out years ago, when someone screams about corruption, they have been part of that corruption. Listening to the FORMER mayor whine, I've no doubt he's a huge part of the problems the city is dealing with, and hasn't the foggiest notion of any kind of solution. Had I been one of the council members, I'd have accepted his resignation, and politely told him to get the hell out.
Having worked for Town and City governments I know this smell first hand. Everyone is bailing because the deep rooted corruption has either forced the honest people out or has caught up with them. THe further up I moved in my 13 years the hotter the flame got. Once I informed them I was not going to join their little "club" they made it SO toxic for me I had to resign.
In my experience this sort of people only give up this sort of job if they are on the threshold of prison. I'm quite sure that someone gave them the heads up and that's why they collectively resign.

They resigned based on the other council members who were doing wrong so they didn’t get drug down with them from what I see. It’s important to know more than just a piece of a story to make a decision, most people jump to conclusions and there is a saying assumptions make an a** out of you because jumping to a conclusion doesn’t give you enough information to say that later on you won’t look like a fool who was horribly wrong.
