12:22 that other vent tube is called "rear bearing air vent pipe" P/N 0301037180 (from the SPC) I'm looking at the Arriel 1B for reference. It vents from the module 4 area of the engine at the rear bearing, so it basically does the same thing as the oil one but from a different location of the engine :)
the Squirrel's rotor is an incredible invention, the STARFLEX which has only a hundred parts and needs very little maintenance, whereas traditional rotors have about 300 parts and require a lot of greasing work!!
