Yeah his fast hands are actually impressive You can get close to that speed after about 100 games tho it's not that tough (but the speed in the video needs more practice obviously)
Based on the game situation and how much cooldown reduction you have In late game I recommend having two stacks before the fight Earlier in the game 3 stacks would be better so you be able to use the enhanced skill twice

That blue line means skill cooldown, so if you use it.. your passive will be waste since you can't activate it again
Or else you can die if you do wrong move while the blue line still active..
