Is it actually safe now to eat fishes from the Bay? I remember as a kid (late 80s) that it was a No-No.
Depends a lot on the species of fish. Plus, they never did a toxicology study on fish species outside of the Bay and inland fresh water bodies. So we'll probably never know for sure.
The tourists are probably fine, it’s the locals you wanna keep away from.
Why the foam wrapped around the rod ?

I have an inflatable raft and a 2 horse power gas engine. Can I launch my raft out at Crissy Marsh?
You might have to register the raft once you pop the engine on it. I could be wrong but might want to look into that....

I wish the fish and game office would post limitations and fishing requirements on the piers and not just write tickets...if they so concerned bout the fish!!
It's up to people to look up the rules and regulations pertaining to the area that they are fishing and the species that they are targeting. Most of it is readily available on DFG's website and the rest in the 2015-2016 Ocean Regulations handbook (also available online ).
I bet they wish you would go to www.wildlife.ca.gov and read the regulations yourself before you go fishing (like you are supposed to). duh?
