Yea, you gotta know that Frenzy needs to reroute most of his computational resources to brute force a hack into our computers, the twitches probably mean he’s trying to write code and translate it into human programing which definitely takes resources. Basically the same time happens with our computers when working on high resources, it tends to freeze and lag to do something, and just like how some people twitch during information overload
Considering how much work Frenzy put in compared to most other Decepticons, he deserves it. Don't judge these characters by their size. Funnily enough, the smaller members were arguably the most useful Decepticons during the Bayfilms when it came to accomplishing their ultimate goal; Laserbeak, Scalpel, Reedman, & Frenzy just to name a few.

Frenzy is the hacker of the group, and he got so nervous when anything went wrong, probably because he's small and all Decepticons might have bullied or abused him. But hey, I know he did it himself, but he went out fighting.

This would made Simmons full of (ironic) frenzy and make his words like "BURN, YOU PSYCHOPATH!!!" more dramatic, but satisfying as well.

I imagine Rumble would have a similar facial structure, but his overall body plan would be more beefy and filled in, rather than Frenzy's skeletal and highly modular construction.
Like how even Barricade's holographic driver (which is probably an avatar for himself) is looking at Frenzy like "wtf are you on bro"
