Ive played a bit of Spoon and double stacking specs/cookie, that thing is unkillable lol. I would advise dropping the cookie for something more impactful tho. Id say either Focus to stack early and stay alive or Choice to maximize your dmg output. Amp is nice ngl but not enough to my liking. Ive preffered Perish Song and for some reason i like Ice beam more but Bubble beam may be stronger to be fair. Cant really go wrong, Lapras is nuts
To back this up, i just feel like for some reason the Bubblebeam stun is too short and not so easy to land, it doesnt feel as impactful as i wouldve hoped. On the other end, Ice beam felt stronger and enemies seem to forget theyll freeze if they stay there too long. The freeze pops prettt quick too.
I'd say Focus is better than Cookie on Lapras since you already have sooo much HP and sustain. So the focus just keeps you from being bursted down by ults while cookie would only give you like 10% hp more at max while Focus 30% heal from Focus combined with it's health size and usual self sustain lets you actually avoid death

I'd honestly change specs for either Muscle Band (you auto a lot) or stacking glasses. It'd make your damage more consistent, and arguably higher as well as buffing your boosteds. Choice only buffs one move every eight seconds, doesn't affect boosteds and Perish song is multiproc with 99% scaling making having higher SP atk even better. Stacking with lvl 30 glasses gives you 120 flat Sp Attack (Lapras has surprisingly low Sp Attack) while choice only gives 39 flat and a 50% damage boost for one move every 8 seconds. Plus the stacked glasses also affect your Unite damage which practically has a 200% scaling. So I really thing choice kind of bad compared to stacking. Even if you only three stacks, that's still like flat 60 Sp Atk.
I genuinely think this Pokémon was made in 2022, but held for 2023. This moveset is super straightforward, the passive isn’t a cutscene monologue, and the overall utility makes it fairly balanced it seems. It does it’s job very well and very easy to pick up. Like you said, this is Slowbro 2.0 with Mamo-like damage.
