Very common in people who move away from where they have a noticable accent from. I see it in my dad all the time, every time he goes back to his home town his normally washed out accent is back in full play.
I mean he's one of the main guests, along with the fact that the rule was never discussed properly so it's a mix of both priority and just improper management. Can't just ban the guy who is supposed to be major part of the show for doing something usual without knowing the rules and not expect to piss a lot of people off

No burnouts on that part of the track but other parts are probably ok
Usually, you have a burnout box or skid pad
Its normal. Its destroys the track. Burnout pads are concrete and can take the abuse. Tracks cannot.
Standing burnouts damage asphalt. Most tracks don't want the damage. That's why burnout pads are generally concrete.
