That's the reason for Easter Eggs. They have no explanation and are simply there.
Historically, Ben is always in this cage at the end of the round because otherwise Ed wouldn't run there.
Blonde Ben is a nod to the creepypasta of Ben drowned. There the character is based on the game Legend of Zelda: Majora's Mask

That's correct. It is supposed to be based on the story of Ben drowned.
In the second part of the level you can find Ben in a bush. And there come the Bloody Eyes and you die if you get close to the character
