Pain is the best villain in the entire series. He killed Jiraiya and Kakashi who were probably two of the five most loved characters in Naruto at the time, and also killed Hinata. Kishimoto gave us a BIG FUCK IN THE ASS by showing how pathetic and wimpy Nagato was though, and he freaking revived the whole Leaf village which basically canceled out everything he has done.
