The idea that Elsa's parents made those shackles has been floating around for years. Until Disney says otherwise, I will choose to believe that the screenwriters were just taking a few liberties for the story and that her parents had nothing to do with them.
Yeah, actually, in that time, frame him in the actual place. The movie we've taken place, those were actually the common handcuffs of that time. Plus the handcuffs didn't even stop else's powers.
I mean, for all we know Elsa had it set up that way herself in case she lost control. Or that could just be the way they make shackles in Arendel. Who knows!
The design is historically accurate, but does not take into account that Elsa possesses a magic that can easily freeze metal to a brittleness that would shatter if she froze it and then flexed her hands. Her parents were terrified of her magic; ignore the ret-conning of Frozen 2 and avatars and it makes perfect sense that they'd find a way to keep her controlled and contained...if they had to.

Those hand shackles are an actual type of shackles made to make escape easier for the prisoners. Many Scandinavian places had those cuffs, so I find it hard to believe the parents made them just for Elsa. It also didn’t work since it didn’t restrict her powers.
