As of Three Hopes, they've addressed exactly this. Edelgard's paralogue requires Hapi and Lysithea, and they get to bond over the course of it.
I love how real Hapi is. So far I’ve only seen her supports with Dimitri, so that’s my favorite. Now I get to watch the rest here
