Honestly, European toilets clog easier than American ones because of the different ways they flush - so yes, occasionally having to unclog a toilet is perfectly normal. A bucket of hot water is generally way more effective than a plunger, though, since it's specifically the weight of the water that makes things move. (As opposed to American toilets where it's suction from below)
