I heard that Sir Christopher Lee decided to portray Scaramanga as the dark version of Bond, as in what Bond could be if he became an assassin instead.

Scaramanga is one of the very best villains in the franchise and is actually capable of defeating Bond, had he took the opportunity to shoot him in the dinner. His Golden Gun is just as special.
Scaramanga in the original novel actually killed 50 people, including SIX agents. That's a REALLY big deal.

Scaramanga is the best bond villain ever, a close second would be Auric Goldfinger.

Christopher Lee so outclassed Roger Moore in this film. And outclassed the movie he was in. He needed better writers, a better director, and a better Bond. None of them were worthy of him. He makes the most of the dialogue he’s given and emerges the most sympathetic character in his scenes with Moore, with Bond seeming a mere self-righteous prig. In each scene, you can’t help rooting for Lee’s character. Or hoping Bond can win him over to work for his agency and avoid a final duel.

Here's my take on Scaramanga: he's nowhere near threatening as Silva, Goldfinger, Largo and Sanchez et al - he doesn't even have an army of henchmen, only one assistant and Nick Nack - such a shame as much of his menace is in the final act.
However he's not an enemy who's easy to defeat, amongst his qualities is deception, friendliness and persuasion, like a snake hunting it's target, that's when his nature is shown : unfortunately the movie is letdown by a comedic tone (appears to be a repeat of Diamonds Are Forever) and little else to go for it.
