Yes, and this isn't one of those accidental plot holes but fully intentional. Same thing with the Railgun creator's decision to change it so Kuroko and Uihara are in the same Judgement office (in Index they are in different offices and only work together on a case).
I mean, its interesting cos some slight details deviate from Index (like the size of the plasma Accel was creating), which is meant to be because its being presented from Misaka's POV I guess. But things like the Uiharu AIM jammer bs feels like it goes against the canon because of how stupid it is.
I have one question no one seems to notice. Why are all cops teenagers? I always wondered that the bulk of level 5 are teenagers. Is being strong have an effect on their life span?
The cops arent all teenagers, Academy City's police force is split between Judgment (esper/student volunteers) and Anti-Skill (teacher volunteers). Anti-Skill are equipped with firearms and military vehicles, also act as Academy City's army, and get involved when its a threat that is considered too dangerous for Judgment to handle. Students are used as espers have abilities that can be useful for crime-fighting, so it would be silly not to use them. All espers are students as during puberty, the brain goes through a lot of development, which is key for producing esper powers and so adults are not able to develop powers.
