      People don't live there for the storms (unless they're storm chasers), they're there for the place itself. Also, cat. 5 hurricanes like Katrina are rare, and most are a cat. 3 or under, which is what most levees are built for (in New Orleans, at least).
      Conclusion: people live there because it's _built to be lived in._

    I live in Hawaii, a hurricane-prone state - I've always wondered why power lines are placed back on poles when rebuilding? Seems like another solution is in order.

    The whole state just needs to be hurricane hardened. There are multiple ways to build nearly hurricane proof buildings, that would take very little to zero damage. It's affordable too.

      Like the 2 dr's who had the only surviving house in Florida.They are now using that as the standard. When interviewed their house was triple the cost of a current wood frame.
      You also have to address the total infrastructure of power utilities and the supply side.Then with multiple refineries that are dockside and the rail that has to be rebuilt.
      Wind damage from a hurricane can be mitigated , the tornadoes this one produced can not be.Multi family federal housing / section 8 is a big component. The15ft + tidal wave of salt water and if the mississippi is back up and over tops ( this was not a watershed event ) then your total infrastructure is under water for weeks maybe longer.
      I think we should to put the refineries and chemical, pesticide plants in Colorado , Wyoming, Tennessee and Virginia its hardened , we can use the rail to transport all the benzene, toluene natural gas oil, etc and remove those systems and it pollution the south Louisiana coastline.
      Then we will need billions of dollars to harden the coast because the Federal government harden the Miss. RIver because of the 1922 flood of Missouri ,Indiana and other river states mid-usa which keep the Miss river from dumping the wasted silt all over southern LA.
      This is a very dynamic situation that we need to serve the U.S . but will always pay for until the Feds correct their unintended consequences...

    Southern states have a lot of weather to deal with. Like the wild fires in the West. Me, I left the southern states last century and took to higher ground. Got tired of hurricanes, tornados, floods, wildfires, and torrential rain. Now we just have tornadoes, straight line winds, and enough humidity to keep wildfires in check.

      Exactly what I suggested for our state yet they told me the state is too wet for it. My response was build tunnels y’all build everything else you put your mind to build. It’s bad out here in Louisiana as far as weather however my city wasn’t affected but had I still resided in New Orleans or the southeast part of Louisiana I would have been in this same position. They told everyone to evacuate and some chose not to.

    People wonder why we live here. The west has huge forest fires every year. California has earthquakes and fires. The east coast has hurricanes too. Other states have flooding too. So, where is it 100% safe? Louisiana has friendly people, great food, and we know how to LIVE! We are tough. We will get through this. Our citizens send help when others need it.

    I lived there for 8 & 1/2 years and went through Katrina and a few others and I am glad I am not still there. I can't go through losing everything every other year and having to rebuild. There poor people will probably have no power for a least a week more likely to be several weeks before they have power. My heart goes out to them I know how terrible it is to live through it.

      Lots of people stayed behind, white and black. A lot of homeless people couldn’t get out.
      There have been a ton of hurricane warnings in the last 4 years where it was a false alarm. The storm broke up, or the winds changed and it went to Florida instead.
      The city is constantly falling apart in one way or the other. The water needs to be boiled, there’s a sink hole in the middle of the high way, the drains won’t drain because THEYRE FILLED WITH THOUSANDS OF TONS OF MARDI GRAS BEADS. ( I shit you not, it flooded one year because no one cleans the storm drains.)
      Some people have jobs, kids, pets. Some people have PTSD from Katrina and froze when the evacuation order came.
      Some people would rather stay behind and be of service.
      Community is strong in that city.
      The mutual aid network is strong, people will help each other get through.
