Pull whoever the fuck u want to pull, it takes 1.5 to 3 years to earn enough jades to earn a character by chasing meta assuming 1 meta character gives you an extra 3 stars of rewards every reset

When people say E0S1they mean S1 of the signature lightcone...here he is using S2 GNSW which is a 4 star lightcone F2p thats why it is E0S0...even if he would have had S5 Gnsw it will still be considered E0S0 unless they get their signature 5 star lightcone
