They are bathing and preening, which is usually a quieter activity. Having started feeding and thus seeing/watching birds in the city a lot, I'd say most of them are quite calm most of the time. Most city birds just seem to be louder when they socialise, which isn't the biggest part of their day. But there are a lot of them, so you'll almost always hear some.

These are two Quaker parakeets, also known as Monk Parrots. I had one for 23 years, my Weebles, she was a wonderful talker.
