Probably because if they are active in your garden they will move into your home looking for better opportunities in terms of nesting and food. No house was ever built with rats in situ. If you get rats in your building it’s probable that they initially lived in the outside space adjacent to it.
Why kill them if they are in the garden they are not hurting anyone!

Come winter they will look for warmer space in shed, garage, attic or house.
What happened in the 1600s? Pretty sure it involved rats. Any rat that appears in my garden, is quickly introduced to a 22 pellet.
