Seems like a lot of manufacturers are doing the same with there grounds as well. Bolting to a painted surface wishing the bolt threads will keep it grounded. The threads don't give enough surface area to keep grounded over the years of moisture, heat/cooling cycles, and continuous vehicle vibrations

after assembling you could apply some anti-corrosion spray
