I think its for "safety" reasons and comfort mostly. People can just walk 10 meters into their cars and start driving, which ofc can be done in a regular garage at ground level but it makes the idea accesible to those who live above ground level. Also I think its safer for the car to be around you and not parking outside or in a home garage that can potentially be broken into.

I know most people say "what are your home garages for" or "why don't you just walk up to your car" etc, but for some people its not such an easy task and this is definitely makes things more comfortable and more secured for the car not parking outside or in a home garage that can still be broken into. I recently had the previlige to park my own car in my brother's apartment where they had this automated elevator that takes the car into its specific parking spot away from everyone. In one of the most crime-related areas around the city I felt the car was safe where it is. Its really smart.

Back up generators solve that problem. Flooding is the real issue although places like these have very large pumps that pump out the water.
